Assembly Bill 238 (AB 238), which took effect on September 22, 2025, gives wildfire survivors a way to catch their breath financially. The law sets up a program for mortgage forbearance relief, allowing homeowners affected by the fire to temporarily pause or reduce their mortgage payments.

The devastating wildfires that swept through Southern California in January 2025 left thousands of homeowners facing the difficult task of recovering and rebuilding. One of the biggest challenges for many survivors is recovering the value of what was lost inside their homes — furniture, clothing, electronics, and other personal belongings.

Recent developments in California law and insurance regulation directly affect how these personal property claims are handled. A formal request from the Insurance Commissioner earlier this year and a new law signed by Governor Gavin Newsom in October both aim to make it easier for wildfire survivors to receive full compensation.

The Rowena Fire, which erupted near the Columbia River Gorge on Wednesday, June 11th has burned over 3,800 acres including over 49 homes and forced urgent evacuations as flames approached homes and structures in Wasco County, Oregon. While fire crews have made progress containing the blaze, questions are mounting about what ignited it. Is this yet another preventable disaster linked to corporate negligence?

Even if you are unsure whether you will need the funds, applying now preserves your eligibility, as you will not be able to apply after the deadline passes.
