Dozens of male and female survivors have come forward with disturbing accounts of sexual abuse by staff while they were children and teens in San Diego County group homes, youth facilities, and emergency shelters. Survivors describe being targeted in vulnerable settings and say they were threatened with loss of privileges, physical harm, or isolation if they tried to resist or report the abuse.
