The suit names several defendants, including business owners and a Yolo County Sheriff’s lieutenant, and alleges they knowingly operated an illegal fireworks operation for personal gain. The explosion on July 1 killed seven people and sparked the Oakdale Fire, prompting a wide-ranging investigation by local, state, and federal agencies.
