Knut Johnson, Partner at Singleton Schreiber LLP, was featured by Voice of San Diego in an article titled “Embattled Tijuana River Sewage Contractor Wins More Work,” published on May 22, 2026.

Johnson represents Imperial Beach residents in litigation concerning ongoing sewage contamination linked to the Tijuana River crisis and the South Bay International Wastewater Treatment Plant. The lawsuits allege that Veolia, the facility’s private contractor, failed to prevent Clean Water Act violations during its management.

The case focuses on persistent cross-border sewage pollution impacting Southern California communities, as well as allegations of infrastructure failures, regulatory lapses, and environmental noncompliance. The litigation also addresses broader issues of accountability in wastewater treatment operations and the management of federally contracted public infrastructure projects.

“We believe very strongly Veolia has done a crap job,” Johnson said. “It seems like a terrible business decision [to rehire Veolia] if you’ve hired someone to clean sewage and they spend a decade or more violating [the Clean Water Act.]”
